Both, depending on what the cable has actually done. One that has come off its drum or gone slack is usually re-seated and re-tensioned on the spot. One that has frayed, kinked or snapped is replaced, and its partner goes with it.

Why both cables go at once

The two lift cables run off drums on the same shaft and raise the same door the same number of times, so they wear at the same rate. When one lets go the other is already close behind it, and leaving it up there buys a second failure and a second call-out, usually within months. Replacing the pair is also what keeps the door level, because a new cable and a stretched one are not the same length under load, and that difference is what sets a door running crooked and eventually walks it off the track.
